  • Diego Mesa Puyo is an expert economist in the design and formulation of public policies for the mining and energy sector. He graduated as an economist from Concordia University, Canada, did his master's degree at McGill University, in the same country, and was certified as a financial analyst at the CFA Institute, in the United States.

  • He has more than 15 years of experience in leadership roles in multilateral, private sector and high government entities. As Colombia's Vice Minister of Energy, between 2018 and 2020, he co-led the implementation of policies for the country's energy transformation, including the design and execution of the first non-conventional renewable energy auction.

  • Before joining the government, he served as an economist and expert in the Fiscal Policy Department of the IMF for over 10 years, during which he led and participated in public policy technical assistance missions for the extractive industries to over 25 countries in Africa, Latin America, Asia, Europe, and the Middle East. At the same time, he served as Manager and Senior Economist at PriceWaterhouseCooper (PwC) consulting firm in Alberta and British Columbia, Canada, where he advised public and private sector clients on energy, oil, and mining issues for 4 years.
